The $11.1 billion North East Link tunnels are Victoria’s largest road project, connecting the M80 with the Eastern Freeway.

Malcolm Potts, Spark, Construction Director – South Malcolm has spent over 25 years in major infrastructure in roles across design, government and construction delivery. He has been on the North East Link tunnels project since the enabling works in early 2020, and the Construction Director for the Primary Package south zone since 2022. His work has involved tackling complex utility relocations, managing road diversions, and coordinating the large boxes and land bridge currently under construction in the south of the project. He is known for creating an inclusive, high-performing team environment, supporting social procurement, safety, and skills development. |

Coby Weetra, Spark, Senior Social Procurement Advisor Coby Weetra has more than a decade of experience across various sectors, most recently driving social inclusion and procurement in the construction industry. Starting her career in HR/IR in oil and gas, and later in mobilisation and inclusion roles across Victoria, she has progressed to senior advisory roles focused on creating sustainable opportunities for Aboriginal businesses and social enterprises. Coby’s strategic approach and passion for inclusive industry practices have been instrumental on the North East Link tunnels project, where she partners with subcontractors to meet key social targets, advancing meaningful change across the supply chain. |

Milan Dhruve, Spark Southern Roadworks Project Manager Milan Dhruve is a Project Manager with 20 years’ experience in the construction industry. He completed his civil engineering from India and as a junior civil engineer, began his career with CPB Contractors in 2006 on the Calder Freeway Upgrade Project. Since then, Milan has worked on a number of brownfield projects like the West Gate Tunnel Project, M80 Ring Road Upgrade, RAAF Base – East Sale Upgrade, Melbourne Water Capital works projects, and Monash Freeway Upgrade to name a few. Milan believes effective leadership and collaborative industry participation is the key to successful delivery of projects |

Hamed Samanpour, Spark, Commercial Manager MEI Hamed Samanpour is a Senior Commercial Manager with over 20 years of experience in the resources and infrastructure sectors. He began his career as a tender engineer in the oil, gas, and mining industries before transitioning to infrastructure. Hamed has contributed to several landmark projects in Australia, including North Rapid Transport and WestConnex in Sydney, as well as the West Gate Tunnel and North East Link projects in Melbourne. He believes that fostering trust among all stakeholders, including suppliers and subcontractors, is crucial for successful project delivery. |

Jessamine Welsh, Spark Sustainability Manager Jessamine Welsh is a Sustainability Manager with over 10 years of experience in sustainability, environmental management, and stakeholder engagement across major infrastructure, oil and gas, mining, and water projects. She has held key roles at organizations including WeBuild, John Holland, and Ventia. Jessamine’s expertise lies in driving decarbonization strategies, achieving sustainable outcomes, and promoting circular economies within diverse industries.
