Defence to invest in Queensland sites

Three Defence sites in Queensland are set to benefit from a $104 million upgrade program.

The North Queensland Mid-Term Refresh Program covers RAAF Base Townsville, Townsville Field Training Area and HMAS Cairns.

Managing contractor CPB Contractors is working with ICN Queensland to identify local suppliers with capability and capacity to work on the project.

“CPB Contractors is committed to local industry, workforce development and upskilling,” ICN QLD Procurement Engineering Specialist Nimmi Pushparajan said.

“The project is targeting 90 percent local industry engagement with 10 percent workforce trainees or apprentices.

“CPB Contractors is also targeting 4% employment of Indigenous workers, and 3% spend with Indigenous businesses.”

In a Department of Defence press release, First Assistant Secretary Infrastructure Division, Security and Estate Group, Mr Dan Fankhauser, said the program was an investment in the region.

“North Queensland is and will remain an important maritime, land and air hub for Defence into the future,” Mr Fankhauser said.

“The North Queensland Mid-Term Refresh Program ensures the ongoing sustainability of critical infrastructure in support of Australian Defence Force capability across the Townsville and Cairns region.”

The project involves new and upgraded engineering services, building refurbishment works, and additional accommodation.

RAAF Base Townsville is a key Air Force forward operating base and home to a large percentage of Australia’s Army Aviation forces. Refresh and upgrade work will include:

  • Replacement of potable water mains
  • Separation and installation of dedicated fire mains
  • Building refurbishment works, and additional transit living-in accommodation
  • Replacement and upgrade of HV cabling, substation, building works

Replacement and upgrade of ICT pit and pipe, communication rooms and racks

The Townsville Field Training Area primarily supports Townsville-based 3rd Brigade. It’s sometimes used by other forces during larger-scale exercises. Refresh and upgrade work will include:

  • New Fanning Entry Sector (building and civil works)
  • BEAP upgrades (water, sewer, electrical, kitchens)

HMAS Cairns is home to the Arafura Class patrol vessel. It’s a critical port for protection of Australia’s northern and eastern maritime corridors. Refresh and upgrade work will include:

  • Reconfiguration of the fire services including a new northern ring main, tanks and pumps interconnected to the existing southern ring main
  • Partial replacement and augmentation of the existing water supply network
  • Installation of Gross Pollutant Traps (GPTs)
  • BEAP works (sewer and sewer refurbishment, electrical).

CPB Contractors invites all qualified contractors to submit an Expression of Interest for one or more of the associated trade packages via the project’s Gateway page. Successful applicants will then be and invited to submit a tender for the respective works.
