Industry is not slow in letting us know if a work package advertised on ICN Gateway has already been awarded – and rightly so!

There are times when we have investigated a complaint where we’ve found the advertised work package and the supposed award are two different things, perhaps an awarded early works contract confused with the primary and inevitably larger tender.

ICN is an organisation established to promote local capability and promote legitimate opportunities where they exist. We roundly applaud proponents who advertise RFQ lists on Gateway to enable lower tier businesses to engage during the tender phase. This is the cooperative approach that works best for all parties – including ICN.

There is nothing more infuriating than to find ICN and its primary tool, ICN Gateway, has been used as either a box-ticking exercise or in a minimalist way to achieve some local content commitment. Sure it’s insulting to ICN, but more importantly it’s insulting to Territory businesses and will be called out.

Let me point out that the absolute vast majority of engagements we encounter are conducted in good spirit and with the best intent always in mind. On the odd occasion this doesn’t occur, feedback is appreciated.
