Slide Deck: SRL East Line Wide – UrbanLeap – Meet the Buyer
UrbanLeap comprising of (Gamuda Engineering, Keolis Downer, Siemens, AECOM, GHD, Hyundai Rotem and Downer Rail) is one of two shortlisted consortia developing its detailed proposal for the delivery of the Suburban Rail Loop – SRL East Works Package G. The contract is expected to be awarded in 2025.
The first stage of the Suburban Rail Loop – SRL East – is a fully tunnelled 26-kilometre metro corridor between Cheltenham in the South and Box Hill in the North. The line will include six stations, including new interchanges with existing heavy rail stations at Cheltenham, Clayton, Glen Waverley and Box Hill, with new stations at Monash and Burwood.
Urbanleap is committed to maximising local content for Suburban Rail Loop East – Line-wide project throughout the term and will deliver sustainable economic benefits for local business and the community. This will be achieved by working collaboratively with the SRLA, its partners and the local community to achieve the Project Objectives in alignment with the Local Jobs First Policy and the Victorian Social Procurement Framework.
We will be hosting a range of market engagement events across Victoria throughout the RFP period. Current and prospective suppliers are encouraged to attend these events to explore opportunities within the Linewide Alliance Work Package G and other current and future opportunities within the broader UrbanLeap supply chain operations.
Work Package G includes systems and infrastructure for a standalone rail network. This encompasses rail systems, linewide systems, the Southern Stabling Yard (SSY), and Emergency Support Facility (ESF).
It also manages interfaces between Linewide Package and other SRL works packages, as well as overall SRL East systems integration. Upon infrastructure development completion, it oversees SRL East network operations and maintenance to agreed service and performance standards.
Suburban Rail Loop (SRL) will transform Victoria’s public transport system connecting our suburbs and creating opportunities in great places.
The 90-kilometre SRL will link every major rail line from the Frankston line to the Werribee line, via the airport, better connecting Victorians to jobs, retail, education, health services and each other.
It will ease congestion and take pressure off the existing transport network and the project will generate a long pipeline of work and construction activity, creating up to 24,000 jobs across the economy during construction.
As well as delivering significant transport benefits, SRL provides an opportunity to plan the services, amenity and infrastructure we’re going to need outside of the CBD for future generations.
SRL will be delivered in stages over several decades, with SRL East between Cheltenham and Box Hill now under construction. Initial and Early Works for SRL East started in 2022, paving the way for the main works packages to begin in 2025.

- Rolling stock
- Depot and maintenance facility including track, overhead, washing, cleaning, administration and control, ground improvement and civil works
- Backup network control and disaster recovery centre
- Systems integration overall responsibility
- Operations and maintenance (O&M) role
