SPARK and ICN Victoria invite you attend this upcoming industry briefing, where you will meet the project owners to understand the next phase of the project. Our speakers will outline the procurement process for the following 12-24 months, and the opportunities available for your company to join the supply chain.

SPARK is a multi-national consortium incorporating WeBuild, GS Engineering and Construction, CPB Contractors, China Construction Oceania, Ventia, Capella Capital, John Laing Investments, DIF and Pacific Partnerships.

The North East Link (NEL) is Victoria’s largest road project, connecting the M80 with the Eastern Freeway as part of an $11.1 billion major works project. It includes upgrades to the Eastern Freeway, a dedicated Doncaster Busway, new and upgraded cycling and walking paths, and improvements to community facilities.

Andrew Bradley

Senior Industry Liaison

ICN Victoria

Having joined ICN Victoria in 2007 as Grampians Regional Manager, Andrew is currently the Senior Industry Liaison, a position that is crucial to delivering the state government’s Local Jobs First Policy. Andrew has played a lead role in helping to deliver ICN services to many major projects. Maintaining and improving the level of Australian businesses with onshore operations acts as one of Andrew’s key motivators, which in turn involves regularly bringing together project owners, buyers, and suppliers from across the state. Andrew’s career commenced in the UK working for a Builders Merchants Group which lead to spending time living and working in Jordan and Qatar in the same field. A year working as Export Manager for Johnson Tiles in the UK was followed by a move to Australia with the same company. A subsequent move to Ballarat to work at Eureka Tiles as National Sales Manager and then as Export Manager for Athlegen has ensured that Andrew well and truly calls Ballarat home.

Steve Wille

Construction Director

Spark – North East Link

Steve Wille is a 35-year industry veteran who has worked on some of Australia’s biggest road and rail infrastructure projects. Throughout a career with the likes of Transfield Construction, CPB Contractors, and Bouygues Construction Australia, Steve has earned a reputation as someone who knows major projects with a focus on developing a strong team culture.

Steve believes clear, concise communication is a strength, along with sound technical expertise and a robust understanding of commercial aspects of the industry. Steve is driven to improve performance across all aspects of a business by growing its internal capability.

Rachael Lee

Sustainability Director

Spark – North East Link

Rachael Lee is a highly accomplished industry professional, with over 15 years’ experience having delivered innovative solutions across some of Australia’s largest infrastructure projects. As the Sustainability and Social Outcomes Director on Spark D&C, Rachael is leading the charge in delivering long term sustainable outcomes for people and planet.

Rachael is deeply passionate about the creativity and innovation in the industry and believes the engineers, subcontractors and suppliers working on the Big Build, right here in Victoria, are at the forefront of delivering sustainable infrastructure solutions.

Joe Piasecki

Social Procurement Manager

Spark – North East Link

Joe Piasecki, a seasoned Social Procurement Manager at Spark North East Link, has dedicated his career to driving impactful outcomes in the infrastructure sector. His role is not just about overseeing smart business operations; it is about leaving a lasting legacy through strategic social procurement. Joe’s passion lies in fostering relationships and engagement to support disadvantaged job seekers, driving social outcomes through business, and uplifting Indigenous communities. His diverse and richly varied background serves as his wellspring of inspiration. He spent nine transformative years in the Royal Australian Navy as an Engineering Manager, living in submarines and gaining invaluable experience in team leadership.

Subsequently, his journey led him through working in remote communities across Pilbara, Kimberley in WA, and the VRD region in NT. His stint as a shift fitter and turner with Rio Tinto in Gladstone, QLD, broadened his understanding of major industry operations. After three years with LXRP, Joe joined Spark NEL, where he continues to leverage his vast experiences to drive creativity and innovation in procurement.

His determination and unique approach consistently ensure that each project has a ripple effect, creating a positive social impact that extends beyond the construction activities. His unwavering commitment to planning and engagement sets a new benchmark in what social procurement can achieve.

John Naoum

Health and Safety Manager

Spark – North East Link

John Naoum is a Safety Manager with 33 years’ experience in the construction industry. He began his career as a plant operator before working in senior leadership roles as a safety professional. John has worked for Abigroup Contractors, Australian Cement, Fulton Hogan, Leighton Contractors and CPB Contractors.

John believes that relationships and leadership are key to ensuring continuous improvement within Safety and Health.

Mark Harrington

Deputy Commercial Director

Spark – North East Link

Mark has 15 years’ experience in the construction, infrastructure and asset management industries, working for London Underground, Transport for London, Balfour Beatty, McConnell Dowell and CPB Contractors where he has gained diverse sector experience, mainly in the Commercial construction sectors primarily in Civil Road, Marine and Rail.
He has been involved in successfully implementing and administering a variety of construction and improvement projects across transport modes in the UK and Australia through a variety of commercial arrangements including bespoke PPP forms and NEC forms of contract.A strategic thinker and team player with good financial awareness and organisational ability, excellent interpersonal, liaison and negotiating skills, and a proven track record in motivating and leading teams.
